Contribution of EURAK Researchers Published in a Collection of Articles of the RUDN University

Belgrade, January 2017 – EURAK researchers, Dr Sanja Kmezic and Prof. Dr Katarina Đulić, took part in the international scientific conference organised jointly by the University of Nice Sophia Antipolis, Association CEMAFI International, Russian University of People’s Friendship (RUDN), and the Russian International Academy of Economy and Public Administration (RANEPA) on 2 and 3 May 2016 in Nice. Dr Sanja Kmezic and Prof. Dr Katarina Đulić presented the article they prepared together with researchers from Montenegro, Dr Jadranka Kaluđerović and Dr Mijat Jocović.

The contribution from the conference “Fiscal Decentralisation in Serbia and Montenegro between 2000 and 2015 – a Comparative Perspective”was published in January 2017 in the proceedings from the conference titled “Europe and Russia in Conditions of a Multifaceted Crisis: Questions of Economy, Geopolitics, Migrations and Regional Development”.…

Members of the Research Network on Decentralisation and Subnational Governance in Southeast Europe at LSE Conference

Belgrade, 31 January 2017 – EURAK Belgrade has begun its work on a research project on Special Economic Zones (SEZs) in the Western Balkans, which is supported by the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) of the European Commission and conducted by the French consulting firm AETS Consulting. The study’s objectives are to assess the impact of SEZs on the local economies of six Western Balkan countries (Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia, Kosovo*, Montenegro and Serbia) and to assess their conformity with the evolving EU norms and standards as well as those of the OECD.…

Third Workshop of the Regional Research Network on Decentralisation

The speakers Dr. Sanja Kmezić, Dr. Katarina Ðulić and Dr. Jadranka Kaluđerović, authors of the book, presented the main findings of the project and answered the questions from the audience. The launching event was chaired by Dr. William Bartlett, Senior Research Fellow at the LSEE Research on South Eastern Europe.

This book focuses on the fiscal decentralisation processes and the systems of local government financing in Serbia and Montenegro in the period 2000-2015. The retrospective analysis of the decentralisation processes in both countries show that they have been moving back and forth between decentralisation and centralisation, constantly swinging the pendulum of political discourse and the legal framework on intergovernmental fiscal governance. During the observed period, the systems of local government financing in both countries have often undergone drastic changes.…

The Second Workshop of the Regional Research Network on Decentralisation

Belgrade, 30 September 2016 – The second workshop of the South-East Europe (SEE) Research Network on Decentralisation, which was founded in July, was held today in Belgrade. Researchers from the region presented individual case studies on decentralisation and local government finance systems in their respective countries in the period between 1990 and 2015.

Sanja Kmezić, EURAK’s researcher and lecturer at the University of Graz, and William Bartlett, Senior Research Fellow at the London School of Economics and Political Science (LSE), opened the workshop. They presented the Network’s goals for this project cycle, as well as basic guidelines for the individual contributions that are to be written by researchers on their case study countries. …

Belgrade, 29 September 2016 – The “Fiscal Decentralisation and Local Government Finance in Serbia and the Region” conference was held today in Belgrade as the final event of EURAK’s project “Impact of Fiscal Decentralisation on Local Economic Development in Serbia and Montenegro”. The project has been supported by the Regional Research Promotion Programme (RRPP) and funded by the Swiss Agency for Development and Cooperation (SDC).

EURAK started the implementation of the Project in August 2014. Researchers from Serbia, Sanja Kmezić and Katarina Đulić, joined efforts with researchers from Montenegro, Mijat Jocović and Jadranka Kaluđerović, and conducted two scientific research studies with the support and mentorship of William Bartlett from the London School of Economics and Political Science (LSE).…

Regional Research Network on Decentralisation Established

Belgrade, 14 July 2016 – A regional research network on decentralisation was established today in Belgrade. The workshop gathered researchers employed by academic institutes and research centres in Bosnia and Herzegovina, Croatia, Slovenia, Montenegro and Serbia.

The workshop was organised by the European Research Academy (EURAK) as part of its project titled “Establishment of the Research Network on Decentralisation”. The project is supported by the Regional Research Promotion Programme (RRPP), coordinated by the Interfaculty Institute for Central and Eastern Europe at the University of Fribourg (Switzerland). The RRPP is fully funded by the Swiss Agency for Development and Cooperation (SDC).

The Network’s primary goal is to bring together researchers from the region interested in decentralisation issues for closer cooperation, to network internally and externally, and to further develop expertise in the field of decentralisation in the region.…

Lex Localis Journal Publishes EURAK Researchers’ Article

Abstract

Porto, 17 June 2016 – EURAK researchers, Sanja Kmezić, Jadranka Kaluđerović, Mijat Jocović and Katarina Đulić, published a joint article in Lex Localis – Journal of Local Self-Government (Vol. 14, No. 3 (2016), ISSN: 1581-5374), titled “Fiscal Decentralisation and Local Government Financing in Montenegro from 2002 to 2015“.

This article examines the fiscal decentralisation process and local government financing in Montenegro from 2002 to 2015 by focusing on the key legislative changes that occurred during the period under observation, as well as on the fiscal impact these changes and the economic crisis have had on municipal budgets. The analysis identifies two distinct phases of municipal financing in Montenegro.…

On Tuesday, February 16th, Sanja Kmezić and Jadranka Kaluđerović presented the results of EURAK’s RRPP-funded project on fiscal decentralisation and local government financing in Serbia and Montenegro at a public seminar within the Visiting Speakers Programme at the LSE European Institute’s Research on South Eastern Europe (LSEE).

EURAK at the 13th European Week of Regions and Cities

The “Open Days Conference” is an annual four-day event, organised by the EU’s Committee of the Regions and the European Commission’s DG for Regional Policy, during which cities and regions showcase their capacity to create growth and jobs, implement European Union cohesion policy, and demonstrate the importance of the local and regional level for good European governance.

Today, the event represents a key European networking platform for experts in regional and local development.…

The conference was organised by the LSE-LSEE Research Network on Social Cohesion. The researchers presented their papers on fiscal decentralisation and local government financing in Serbia and Montenegro.

The workshop brought together members of the LSEE Research Network on Social Cohesion in the Western Balkans and other scholars to present their research, laying the foundation for the production of an edited book and a special issue journal, reflecting the work of the LSEE Research Network Working Groups.…

Research matters

In his introductory speech, Mr Jean-Daniel Ruch, Swiss Ambassador to the Republic of Serbia and to Montenegro, stressed a special role social science research plays in the prevalent knowledge-based economy. Its comprehensive, systemic approach can be helpful while trying to establish a policy link in such areas as brain-drain prevention, missing infrastructure and rural-urban cleavage as well as involvement of diaspora.

The regional dimension is particularly crucial to strengthen cooperation above ethnic boundaries and become competitive internationally, noted Jasmina Opardija, RRPP Programme Manager.…

RRPP workshop “Research-led teaching” in Tirana

Tirana, September 17-19, 2014 – EURAK researcher Sanja Kmezic participated at the training on research-led teaching, which was organized by the Regional Research Promotion Programme in the Western Balkans (RRPP) in Tirana, Albania.

The main purpose of this two-day event was to identify ways of thinking and practicing in different disciplines. What is more, by using respective signature pedagogies as a starting point, participants reflected on how to design, teach and foster student learning in their fields.

The training lecturers were Dr. Elizabeth Cleaver, education specialist from the University of Hull and Dr. Claire Gordon from the London School of Economics.…

Beograd, August 26, 2014 – Today, in Belgrade, the inception workshop was held as part of the project entitled “Impact of fiscal decentralization on local economic development in Serbia and Montenegro”, which is implemented by EURAK and supported by the Regional Research Promotion Programme. The workshop brought together researchers from Serbia and Montenegro that are involved with the project: Sanja Kmezić, Katarina Đulić and Marija Pantelić from Serbia, and Jadranka Kaluđerović and Mijat Jocović from Montenegro.

On behalf of the RRPP, the members of the project team were addressed by Mihajlo Đukić, Regional RRPP Coordinator for Serbia and Montenegro. Belgrade, August 1, 2014 – Today, EURAK’s project “Impact of fiscal decentralization on local economic development in Serbia and Montenegro” was awarded a grant by the Swiss Agency for Development and Cooperation’s Regional Research Promotion Programme (RRPP) in the Western Balkans. EURAK’s research study is one of 21 projects selected for funding (out of 166 project applications received), and one of nine projects in the Western Balkans awarded a grant for the research in the field of governance and decentralization.

EURAK began the implementation of the project in August 2014. Five researchers from Serbia and Montenegro will join efforts and conduct a comparative study and an impact analysis of the current fiscal decentralization models, intergovernmental fiscal relations and local fiscal policies on local economic development in both countries.…

Study of the Judicial Academy in Serbia in the Context of the EU Accession Process
